Data Privacy and Cybersecurity Law: A Compliance Guide for U.S. Federal, State, and Local Governments

Dr. James Ottavio Castagnera, Esq. holds an M.A. in Journalism from Kent State University, and a J.D. and Ph.D. (American Studies) from Case Western Reserve University. He worked 10 years as a labor, employment, and intellectual-property attorney with Saul Ewing and 23 years as associate provost & legal counsel for academic affairs at Rider University, where in 2018 he received the university’s highest annual award for distinguished service. He also did stints as a full-time law professor at UT-Austin and Widener University Law School. Having retired from Rider in 2019, he is the President of Dr. Jim’s One-Stop HR Shop, a freelance-writing/editing, webinar and training company in the HR space; CEO of the International Artificial Intelligence Association, a think tank dedicated to understanding the impacts of Generative AI; and an adjunct professor of law in Drexel University’s Kline School of Law. He is a member of the Pennsylvania Bar. He has 25 published books to his credit.

Professor Paul Edmund Flanagan is an experienced professional who currently teaches Compliance Privacy and Cybersecurity. He has 25 years of experience working with leading healthcare providers and higher education institutions. Before joining the faculty at Drexel University four years ago, Paul served as Executive Director of Compliance and Privacy services for the Drexel University Compliance and Privacy Office. In this role, he managed the University’s Compliance and Data Privacy and Security programs. Prior to his time at Drexel, Paul held Compliance and Privacy leadership positions at Abington Memorial Hospital, Hahnemann University Hospital, the University of Florida’s Shands Health System, Precyse Solutions, 21st Century Oncology, and Curascript Pharmaceuticals. He also held compliance and privacy positions at other leading academic medical institutions including the University of Arizona and Stanford University. Currently, Paul is a partner and the president of Portum Group International, LLC. He is dual-certified in both compliance and healthcare compliance, having received his J.D. from Creighton University School of Law and his M.S. in Hospital Administration from Widener University. In March 2018, Paul received the prestigious Fulbright award to teach Compliance and Privacy at the National University of Singapore. Paul is also an author and has been published in the Singapore Academy of Law Review and LexisNexis Singapore. His recent works include Defensibility: Changing the way Organizations Approach Cybersecurity and Data Privacy (March 2021) and Approaching Reasonable: Enhancing Cybersecurity and Data Privacy Through Compliance and Risk.
